Boost for UK Oil and Gas Exploration - Helen Liddell Announces Further Deregulation
| Date: | 15 May 2000 | | Details: | Helen Liddell, Minister for Energy, today announced new deregulatory measures to boost offshore oil and gas exploration and development on the UK Continental Shelf (UKCS).
These measures were developed in consultation with the industry through PILOT. Speaking after a meeting of PILOT in Aberdeen today Mrs Liddell said:
"These measures should increase competitiveness and encourage activity on the UKCS. Procedures will be simplified and shortened, reporting requirements reduced and the exchange and release of information speeded up.
"Significant improvements will be made by using the Internet and electronic business. Both business and government are taking the lead in this vital area. For example DTI are pioneering the use of electronic business to receive and publish oil data on a secure website. There will also be a new web-based process for approving drilling applications.
"The government will continue to work in partnership with industry through PILOT. I am sure that by working together we can ensure a long and profitable future for the UK oil and gas industry."
The new measures include:
1. Less production reporting to Government and earlier publication of results. 2. A new web-based process for approving drilling applications. 3. Reducing the time needed to obtain Pipelines Works Authorisations. 4. Revised guidance clarifying decommissioning and development procedures. Welcoming the announcement on behalf of the industry, Malcolm Brinded, Managing Director of Shell UK Expro, a member of PILOT and joint Chairman of the PILOT Industry Leadership Team said: "We welcome these further deregulatory measures, which will help maintain a vibrant industry well into the new century.
